Have you toggled the Vibrate setting on and off and back on? Do you have any third party SMS helper apps installed like "HandCent" or "DG Alerts?" Sometimes these can cause conflicts. Is it all Vibrations that fail, or is it just on Email/SMS or Calls? Let me look on this end for anything else that might effect this.

If the Factory Reset and or a Battery Pull didn't restore the Vibrating, The only thing to do is to return the phone for a replacement This is unfortunate. Let me know how it goes.
